The Commercial Manager will lead the team who manage the commercial process of the PFI contract. This includes producing priced schedules for instructed works (from a pre-agreed schedules of rates), the management of supply chain partners to deliver works when not delivered by internal resources, materials procurement, the management of monthly applications and the provision of monthly commercial reports. This team also provides commercial and contractual guidance to the various delivery departments of the business and supports the development of annual delivery budgets for each team.
 

The successful candidate will:

Supervise commercial processes to ensure compliance with defined timescales and provide accurate and reliable information to clients and business departments
Supervise and develop the commercial team to achieve a highly motivated team with the appropriate range of qualifications and experience to cover all business commercial requirements.
Work closely with Finance Team to establish reliable forecasts and performance reports.
Provide guidance to all business departments on contract interpretation and compliance.
Lead dialogue with client or supply chain to negotiate requirements or resolve issues.
Manage the commercial implications of performance standards and support delivery teams in business improvement to remove repeat occurrences.
Manage the timely delivery of client job quotations compiling from pre agreed schedule of rates
Identify and deliver third party income revenues from related highway and civil engineering activities 
Contribute to business strategy and planning as part of the senior management team.
Contribute to continual improvement of health and safety standards.

 The successful candidate will have:

Good practical working knowledge of highway or civil engineering activities
Experienced in the management of commercial processes
Strong knowledge of highway forms of contract
Proven ability to lead a team and provide guidance and development
Good working knowledge of current health and safety standards 
Good understanding of sustainability and carbon reduction initiatives
Competence in developing procedures and setting up systems which reflect and promote the best practices of customer care, quality, value for money, continuous improvement, and equality of opportunity in service delivery
Knowledge of statutory obligations affecting the service
Effective communication
Good negotiation / resolution skills
Good Time Management
