We are currently recruiting for the role of Contracts Manager responsible for managing the maintenance of highways and associated works for the A30 and A35 Trunk Road from Exeter to Poole. This includes managing the core activities of 24/7 emergency response, winter and routine maintenance and the delivery of significant life cycle works including resurfacing over 400,000m2 of the trunk road.
The successful candidate will be responsible for the following duties:
• Managing the team to deliver the service plan as defined with the agreed contract
• Personal safety and safety of all personnel under your authority including others who maybe affected by the company's activities. By example, set the highest possible standards of leadership in promotion of health and safety procedures and best practice, ensuring compliance with Company procedures and legal obligations
• Oversee and ensure that health and safety documents are kept up to date, encourage a “Near Miss” learning culture and undertake senior manager site inspections, ensuring that audits and reports are produced, liaising with the necessary parties
• Preparation and modification of Risk Assessments, Method Statements and COSHH assessments in association with the local safety advisor
• Ensure compliance with HAUC, NRSWA and Chapter 8 and other required regulatory standards
• Front line responsibility for service delivery of winter maintenance and emergency response activities including standby duties as required
• To direct resources of people, vehicle, plant, materials, sub-contractors and premises, in order to achieve the aims and objectives of the local business plan
• Plan projects and ensure they are programmed to a level of detail necessary for team to deliver the work without delays
• Overseeing Traffic Management to make sure it is compliant and delivered
• Ensuring plant and materials are available and managed cost effectives making sure procurement and reconciliation of materials is carried out in accordance with Company procedures to best value and to prevent delays
• Financial control including annual and periodic budgets and forecasting is maintained and reporting on the operational and financial aspects of the contract at periodic management reviews
• Progressing weekly reviews, budget resources and forward planning are carried out and lookahead programmes are in place
• Supporting the commercial plan and end of life forecast is in place and monitored monthly for the successful commercial delivery of the joint venture (2026)
• Checking and updating the risk management process, review risk register and check risk controls
• Ensuring the competency and certification of the operatives to carry out the works instructed
• Contributing to divisional planning meetings, audits, and external accreditations
• Supporting the Operations Manager in the annual Occupational Health screening outcomes and annual training plan
• Participating in internal and external meetings and ensure the production of accurate taking forward decision and action logs as required.
• Be responsible and accountable for the operational budgets, ensuring that budgets are regularly reviewed, updated, and challenged to optimise commercialisation, and flagging any risks to the Divisional Manager at point of identification
• Working in collaboration with the Commercial Team to ensure effective service delivery and the Profit and Loss of the joint venture
• Build and maintain relationships with both the client and external customers
• To actively foster a positive staff morale
• To accept and carry out any reasonable task as requested by a member of management
• Continually review processes and procedures to drive continuous improvement
• Ensure that works are carried out in a manner which minimises community impact
The successful candidate will have the following experience:
• Experience in operational delivery within the TMC/Civils’ sector
• Experience and proficiency in cost management and system utilisation
• Experience in delivery of objectives through the management of resources within budgetary constraints

• Applied understanding of safety, quality, environmental issues
• Proactive with a high degree of self-motivation and independence
• Able to deliver under pressure and against tight deadlines
• Effective oral communicator including training/ presentation experience
• Good written skills including report writing

• Ability to work with minimal supervision whilst maintaining collaborate team working

• Knowledge of statutory obligations affecting the service
